I see your concern but let me help to clarify.
There is a big distinction between penetration and absorption when measuring chemical risk to our bodies.
Skin "penetration" represents the amount of a topical chemical that exists between the top and bottom layer our skin. During penetration, the body does not "absorb" the chemical, and it can't affect the bodies systems.
Skin "absorption" occurs when the topically applied chemical breaks the skin barrier to reach the bloodstream. Your body can filter out the chemical via bodily fluids, or bio-accumulation.
Now, the design of cosmetic and skin care formula is to benefit the outer layer of skin only as any absorption into our bodies would waste the effects of these products.
Now, I could see your point if you were including shampoos, commercial soaps, and deodorants in your daily diet, but understand that these products are not intended to be absorbed into your blood stream only that of the top layers of skin. So your skin my hold these chemicals, they don't get "absorbed" into your blood stream in the manner that foods and nutrients do.
